CARY - The town may approve a $60,000 economic incentives package to an undisclosed company at a Town Council meeting this week.
Thursday's scheduled public hearing comes after the Town Council learned more about this specific incentive contract - and decided to move forward on it - in a closed session meeting earlier this month.
The proposed contract is closer to approval than one passed over in December.
Council members declined to grant an incentives package to British electronics manufacturing company ACW Technology. Town officials cited concerns over a slower financial payback and a lower-than-desired average salary.
ACW Technology decided last month to build a factory and create 155 jobs over the next three years in Durham, which awarded the company $70,000 in incentives.
Thursday night's council meeting will also discuss:
Ethics: Council members will reconsider a town policy that prevents town staff and volunteer committee members from participating in discussion and decision-making where they may have a perceived or real conflict of interest. The request to look into the policy comes after Carla Sadtler, a member of the town's Planning and Zoning Board, was unable to speak at a public hearing earlier this month on a comprehensive transportation plan amendment that could directly impact her home.
"I don't think any of us intended it to prevent a citizen from speaking about an issue that directly impacts their life and property - just because they are a volunteer with the town," wrote Councilman Don Frantz in his request to discuss the issue Thursday.
Adult businesses: After declining to approve a land ordinance amendment that would have allowed adult businesses to come into industrial areas near Raleigh-Durham International Airport without a special permit last month, the Town Council will hear from staff about different options for the amendment.
Council wanted staff to remove the "by right" option for adult businesses - meaning that strip clubs, adult video stores and other businesses would still need to apply for a special use permit.
Signs: Council may approve a new set of temporary rules for open house signs.
If approved, the new rules will relax standards for real-estate signs to allow signs to be up all day Saturday and Sunday. These rules would sunset in two years, after which such signs will only be allowed from 10 a.m. Saturday to 6 p.m. Sunday - the current restriction.
The new rules would also allow property owners to have up to five open houses per home per year, up from the current two permitted. This rule will also sunset in two years. These revisions are in direct response to the current economic recession and the difficulty some homeowners in Cary are having with selling their property.
Another proposed amendment would also remove works of art and holiday decorations for the sign ordinance altogether. Currently, works of art and holiday decorations are considered "signs exempt from regulation."
Budget: A second public hearing will take place to allow community members to offer their suggestions and priorities for the Town of Cary's Fiscal Year 2011 Annual Budget.
